Hmmm. I just checked my build process and I'm pretty sure I'm building the
images the same way that official FC3 images are built.

Have you tried booting off a stock FC3 iso?

If you don't have a FC3 iso, there is an un-modified FC3 boot ISO image
in the K12LTSP iso: mount disc 1, burn ./images/boot.img  onto a disc,
and try booting off of that.
