[K12OSN] Problem! Terminals Not Connecting, DHCP ?

I have taken an existing LTSP lab and reformatted and reinstalled 4.4.0 
per 3 with  builds from Monday.
The Eth-1 network is working OK and I can get out to internet from the 
server.

The problem is on the ETH0 side. When I turn on a terminal it starts 
normally until it gets to point requesting dchp from server. It never 
logs into server and eventually times out.

I have tried a complete reinstall of 4.4.0 pre 3 on server and I have 
tried manually stopping and starting the following services:
network
nat
iptables
dhcp.

Is there anything in the dhcp.conf file that I need to edit?
Any other ideas? (I don't suspect hardware because I logged in from 
terminals with old version of LTSP just minutesw before the reinstall).
