I can't comment on bandwidth but our students would spend the first 10 minutes 
of a lesson fiddling with their wallpaper, looking for the latest car mostly 
or finding nudey-rudey pictures.  The teachers asked us if we could lock down 
the desktop so they it couldn't be changed, and we did just that.
