[K12OSN] First crack at an EL4-based version of K12LTSP

I would say K12LTSP4.2.1EL for this, K12LTSP4.2.1FC for the other, K12LTSP4.21.UB for Ubuntu, et cetera, ad infinitum, ad nauseum.
