[K12OSN] removing shutdown and reboot from menus

I have the opposite problem. There are no choices on my clients to reboot
the client. I either have to do a ctrl+alt+f2 and type reboot or hold the
button in for 6 seconds. Any ideas? Am I overlooking something?
