66-block of phone pairs? or 66 unique ip's?
digium makes a card that handles 24 pair of POTS line..
and full T1's...etc..

fonality's system, it turnkey...the only advantage I see...
you can get a much beefier server with you'll need for more than 5 
clients(their base $999 system is good for about 5 concurrent)...
like I said in the earlier post...Asterisk at Home is a simple 
solution..and you can customize it from there...the web interface makes 
configuration of trunks/extensions and all that jazz very easy..
