Indeed. On my FC5 workstation I see this:

# rpm -ql cups | grep enable
/usr/sbin/cupsenable
/usr/share/doc/cups-1.2.2/help/man-cupsenable.html
/usr/share/man/man8/cupsenable.8.gz
