I can confirm yum is working to install fl_teachertool and all it's
dependencies for me with 4.2.1EL. You can always download it manually
from here
ftp://k12linux.mesd.k12.or.us/pub/K12LTSP/4.4.1/RPMS/updates/
Although this does not fix your yum problem.
