Update on my quest as to the dissapearing keyboard layout.
 
Still do'nt know why it does'nt stick in lts.conf (it worked a couple
of weeks ago) but i found a solution in setxkbmap.
 
I created FrenchCanadienKeyboard.sh script like this:
#!/bin/bash
setxkbmap -model pc104 -layout ca_enhanced -variant basic
 
I set it to Read and Execute to others and then i copied it into
/etc/skel/.kde/Autostart for the new accounts.
For the existing accounts, i could push this script onto the desktops.
 
I got the above setxkbmap from the KDE Control Center where the
students are allowed to change their keyboards whitout the need for the
root password.
System-config-keyboard was pretty useless because the settings are
seemingly ignored by KDE.
 
This method couls be used for any keyboard layout.

yes I use the Dvorak layout and had this problem with one version of
Red
Hat, 9.0 I believe.  not sure if they have gotten it fixed or it has
come
back, never could figure out why, it didn't have the same problem in
Gnome
though but it did in terminal if I didn't run an x window first,
otherwise
it was fine in terminal too.

never did figuree oout why
