Sure. Here is the link to the Firefox version that can be managed via
Active Directory GPOs: http://www.frontmotion.com/Firefox/

As far as setting up the default user, go to this website:
http://www.microsoft.com/technet/desktopdeployment/articles/102505ev.mspx and scroll down to the part that says "Understanding the Default Profile". That should point you in the right direction.
