[K12OSN] dhcpd failed! fixed but new related question

Ok, I confused myself here because the dhcpd.conf file was blank. After some reading I copied over the K12LTSP-dhcpd.conf file and made the changes. Plus now I can make the changes in webmin where before I couldn't. Thanks Almquist.

Just change the dhcp conf file address range and remove those from
the pool. It won't issue them then.
