Sox will do it.  So will MPlayer.  I've used both, and both work great.

Actually, if your files are already in WAV format, you don't need to do
anything else to 'em.  You can just run cdrecord (and therefore any
front-ends like K3b) on them directly.  MP3's, OGG's, and so on, I just
convert to regular ol' WAV first.
