Note that Fedora Core 6, on which K12LTSP 6 is based, has reached end  
of life, is no longer supported and doesn't receive security updates  
anymore. Currently the only supported version is K12LTSP 5EL, which is  
based on CentOS 5.

Have you tried 'yum install kernel-devel'?
