What you need to do is run a script (and I've seen some posted on  
this list before) to delete the .gnome (or other desktop manager)  
folder in each user's home folder. This happens sometimes when you  
upgrade your OS and are running a new version of GNOME or KDE (or if  
the user's settings for them get corrupted).
