Seems like a bug in android.
They might not be setting the correct DNS/gateway information.
It should be easy to find out what the issue is. You might want to install a terminal app on one of these Android devices your are having trouble with so you can try pinging stuff from either the HS or EL subnet.
Start by pinging a PC on the same subnet as your device. If that works, your WAPs and switches within the subnet are not the cause of your issues.
Then try pinging something on a different subnet from where you are, then something outside of your network(I know www.yahoo.com will respond to ping requests).
You should get an idea from all of this where your traffic is getting lost.
If all the pings work, then your issue is with the DNS settings/traffic to and from your android devices not your IP connection.

Some things to remember when you are doing this ping testing.
You need to be pinging based on IP address, and not names, to avoid introducing DNS into the mix. For pinging stuff outside your network www.yahoo.com always responds to pings. Some servers don't, so they aren't good to use in this test. You also need to make sure anything you ping inside your network will respond to pings and not just drop them due to a firewall.
