I pushed workaround for this issue. It's a reported bug:

rubygem-actionpack has undeclared dependencies (regin & multimap)

Hudson build is green now, but QE build bot does not build. As I don't 
have access to axiom, I am waiting for Shannon in this case. I think 
it's not related to the bug above.
