[katello-devel] Install to /usr/lib64/katello/ for x86-64

If there's nothing that's arch specific, you should really install to
/usr/share. If OTOH you're restricted by a language's package layout (ie
python putting modules under /usr/libWHATEVER), and you're not arch
dependant, then install in /usr/lib. make sure the rpm is noarch, too :)
