Those are separated by intention. Thank to the Rails 3 autoloading 
mechanism it is not crucial in which files are they. I am fine with the 
current state.

My only motivation is I see several exceptions similar, but its maybe 
better to have them in separate places to prevent using controller error 
in model for example. No biggie.
