Summarizing the outcome of the Polling vs Locking question on changesets
1) Concurrent modifications of changesets will be allowed (i.e No locking)
2) If 2 users A and B are updating the same changeset, and A's changeset is more recent, user B will be notified of the changes in the changeset (possibly with a diff on what got changed) when B takes an action such as adding/removing content on the promotions page
3) A review page will be added to promotions page which will essentially lockdown the changeset so that the user promoting can be sure on the content that will get promoted. In this case user B who's browser has not updated will on user action give him a notice stating "Changeset is in review" or "Changeset has already been promoted" and will not let him update the changeset.
