[katello-devel] Minor tweak on Organization.create!

Based on discussions on #katello yesterday.. We decided on the following changes

1) Newly created Org no longer has any non-locker environments created. The user has perform another action to create one.
2) The user will not be able to register systems to an org unless they have an environment.
3) On the UI side there will be notification stating this and recommending user to do a Add Environment.
