[katello-devel] Bumping up the Rails version 3.0.10 -> 3.0.15

I am fine with this but keep in mind CFSE 1.0 still runs on 3.0.10 (and
it will likely run to its EOL). Do not (try) to make intrusive changes
in the codebase if possible, or cherry-picks will be painful.

Also - should we bump Rails in the CFSE 1.1 as well? I guess so...
