Yes, for example ElasticSearch reindex which Martin is currently working
on. Or anything that is doing "offline" upgrade.

But having a place for script without any services running is a side
effect, the main reason is to have possibility to run scripts:

- with only backend engines running
- with katello and BE running running

Currently it's kinda "random" - each scripts starts it's own services
and I want to make an order here.

I don't like idea of directories, because this should really be linear
process. And scripts for starting services are scripts themselves - it
looks like nice design to me.
