[katello-devel] Foreman on Rails32 is ready

Foreman on Rails32 is ready. It is packaged (as scratch build for now) 
and the first page (after login) works. I did not test more.
Katello is ready for some time (we only need to uncomment few lines).

Unless you have objections I would suggest to flip to Rails32 on Monday 
morning.
And at the same time stop building F16 and F17.
