[katello-devel] Rails 3.2 to 3.0 Bridge Work

I decided as part of our migration to Rails 3.2 to start by creating a
bridge that allows us to run on both 3.0 and 3.2 in order to give
developers and our builds a chance to convert.  Supporting both is a short
term fix only as there are a number of 3.2 features not in use while
supporting both stacks.  If you have time, please review:
