[katello-devel] Rails 3.2 to 3.0 Bridge Work

This pull request has now been merged.  Implications:

- With modification to the Gemfile (e.g. gem rails '3.2.11'), a developer
can bundle install and use Rails 3.2 instead of Rails 3.0
- The codebase will be tested by Travis for 3.0 and 3.2 until we switch
completely to 3.2

The support of both 3.0 and 3.2 will be temporary, and smaller pull
requests will follow to transition more code and to make it easier for
developers to full transition to 3.2.  I will send out a transition date as
soon as myself and the others working on 3.2 integration/packaging come to
a consensus.
