[katello-devel] Drop F16?

Whats the reason selinux does not work on F17?  Can we fix that?   Will 
the same be true of f18?  I'd rather fix the problem and drop f16 than 
perpetuate the issue with selinux and use that as the justification for 
keeping f16 (granted it might be simpler said than done).
