[katello-devel] activation keys creation requiring a content view

Just like system registration, activation keys require a specific content view version. A CVV is a content view that has been published as a version to an environment. For example, a CV could contain the sync'ed fedora repos, and then published. A system would register to Library/Fedora (environment/content view). A CV is always required now, with the exception of Library which has a 'default.'
