[katello-devel] activation keys creation requiring a content view

heh, you filed the bug that prompted the change that ended up requiring 
the above:

like others have said, since there is no more product promotion directly 
into an env you need to subscribe to a content view when registering a 
system.

that said, perhaps we need to relax this a bit for users who want to 
utilize activation keys for systems that do not consume content at all.
