If you've just pushed a branch, you get the familiar yellow box appear
on your own fork page, with a link to directly create a PR.

If you're creating a PR from an older branch, choose the branch from the
dropdown menu (between the file list and statistics header), click the
green button to the left (Compare & review) and there's a wide clickable
area to the right of your gravatar image to create the PR.  Not entirely
intuitive, I'll grant you.
