Yes, it is a complete fedora yum update mirror. I basically mirror the
entire tree, then just delete the stuff I don't need to save space. In my
%post, I create a temporary yum.conf file that points at my local
repository, then run yum update. After the update is completed, the
yum.conf is replaced with one pointing at a "public" repository.
