An install that functions from both serial console and local keyboard?

We want to have a minimally interactive install that will work over a
serial console, or with a locally attached keyboard -- the only
interaction at the moment is to reply to a "do you want to wipe the
contents of the machine"

I can get the config to work with either the attached keyboard (output
to and get a reply from /dev/tty1) OR to work with the serial console
(/dev/console) but I cannot get it to work with both.

Is there a way to communicate with both devices simultaneously?

If not, is there a way to determine if there is a keyboard/monitor
attached?
