It's not possible to set this in /etc/libguestfs-tools.conf.

You have to set LIBGUESTFS_APPEND="noapic" as an environment variable,
eg. by doing:

export LIBGUESTFS_APPEND="noapic"

or putting this same command into /etc/profile.d/local.sh.
