[Libosinfo] [RESEND RFC PATCH 0/2] add Debian and Ubuntu installer scripts

This series adds jeos installer scripts for Debian and Ubuntu.  The
scripts are based on the data available in Oz[1].

I had already started working on this series but after a discussion
with Christophe, he pointed out to some existing work already done by
Fabiano last year; so the second patch in this series is based on the
work done by Fabiano plus some minor changes.
