[Libvir] [PATCH 6/8] Compile libvirt under Windows (Cygwin)

Check if the rpcgen program is available.

The rpcgen under Cygwin doesn't generate buggy code (unlike glibc's 
rpcgen) so there is no need to run the Perl fix-up script.
