[Libvir] ANNOUNCE: Ruby bindings for libvirt, version 0.0.7

I am pleased to announce the release of version 0.0.7 of the
ruby-libvirt bindings. The main reason for this release is to fix a
nasty crash caused by the use of virResetError.

  * Binding for virDomainMigrate
  * Fix crash caused by using virResetError
  * More sensible message included in exceptions
