[libvirt] Cannot determine QEMU argv syntax with KVM 85

Unbelievably the QEMU command line output is over 8k in length
and somewhere along the line we have had a regression which makes
the libvirt QEMU driver throw an error in this case, rather than
just truncating & carrying on. I'll need to fix both problems...
