On Fedora 12 you can build libvirt for mingw using the following

  PKG_CONFIG_PATH="/usr/i686-pc-mingw32/sys-root/mingw/lib/pkgconfig" \
  CC="i686-pc-mingw32-gcc" \
  ./configure \
    --build=$(uname -m)-pc-linux \
    --host=i686-pc-mingw32 \
    --prefix="/usr/i686-pc-mingw32/sys-root/mingw" \
    --enable-compile-warnings=error \
    --without-sasl \
    --without-avahi \
    --without-polkit \
    --without-python \
    --without-xen \
    --without-qemu \
    --without-lxc \
    --without-uml \
    --without-vbox \
    --without-openvz \
    --without-one \
    --without-phyp \
    --without-netcf \
    --without-libvirtd

This disables all drivers except for test, remote & ESX. This gives a build
that can run as a client
