What distro are you using?  Based on the error message, you don't have
nc(1) installed on the 192.168.82.1 machine.  Install that (it might be
known as netcat instead of nc), and see if your problem goes away.  At
least on Fedora, things are set up to automatically install nc as a
dependency when installing libvirtd.
