You've just described exactly what python does for "ln -sf foo bar".
try stracing it and you'll see it do:

  symlinkat("foo", AT_FDCWD, "CubmxbFT")  = 0
  renameat(AT_FDCWD, "CubmxbFT", AT_FDCWD, "bar") = 0
