[Libvirt-cim] [PATCH 0 of 6] #2 Add migration support

Changes:
 - Added VirtualSystemIsMigratableTo*() methods
 - Fixed up reported issues

There is a blank migratable check still, and I still need to do
the MigrationSettingData class, but I'd like to get this into the
tree before I do.
