[Libvirt-cim] [PATCH 2 of 3] [RFC] Add configure support for migration check settings

I should point out that this was just thrown in there to have
something in place.  I'm not sure what a good location would be.
Perhaps $prefix/libexec/libvirt-cim/extchecks ?
