The above changes is creating only an Isolated type of Pool.
I think Kaitlin wanted you to use the NetPoolRASD in the 04_RPCS test 
case and then call CreateChildResourcePool() for each of the 
NetPoolRASD's and verify them.
Sending all the NetPoolRASD at once will not verify each of the Pool types.
