[Libvirt-cim] [PATCH] Query switch to find its vsi capabilities

I have tested it.
There is no cimtest coming as this can be tested by wbemcli or any cim
browser.
I am still exploring and may decide to write a cimtest. For now, it is just
wbemcli.
