I'm not familiar with eucalyptus.  Can you first do some debugging with
'virsh uri' (possibly with an appropriate "-c $URI" argument) and see if
you can connect to libvirt manually?  If so, then the bug is in
eucalyptus, and you should take your bug report there.  If not, then
you'll need to figure out why libvirt isn't running.
