your clusternode blocks should look like this:

<clusternodes>
<clusternode name="webserver1" votes="1">
  <fence>
    <method name="1">
      <device name="fencer" nodename="webserver1"/>
    </method>
  </fence>
</clusternode>
<clusternode name="webserver2" votes="1">
  <fence>
    <method name="1">
      <device name="fencer" nodename="webserver2"/>
    </method>
  </fence>
</clusternode>
</clusternodes>


Start up cman + fenced on one node, wait a bit, run 'fence_ack_manual
<other_node>', and start up cman + fenced on the other node.  Then you
should be able to see both nodes in 'clustat' output.  If that works,
start rgmanager.
