[Linux-cluster] quorate error

During a disaster recovery test three nodes of a three node cluster were
caused to fail.  A single node was rebooted to attempt a recovery.  The
node failed to bring back the service and reports these errors:

May 28 08:54:18 tor-lx-nero ccsd[2882]: Cluster is not quorate.  Refusing connection.  
May 28 08:54:18 tor-lx-nero ccsd[2882]: Error while processing connect: Connection refused  

What do these messages mean?
