[Linux-cluster] cluster-3.0.0 problems starting up

I seem to recall that in v3 the new "manual_fence" is simply using no fence
at all. Take out the fencing tags.

If that doesn't solve it, you might try switching SElinux to permissive to
test if that solve the issue.
