Doesn't mention it at all.

Better to check the kernel ChangeLog:

* Tue Oct 10 2006 Don Zickus <dzickus redhat com> [2.6.18-1.2725.el5] 
- kernel dm multipath: ioctl support (Alasdair Kergon) [207575] 

This was included in the RHEL5 GA kernel (2.6.18-8.el5) so the ioctl
passthrough has been there all along in RHEL5.

Unfortunately the bug that introduced the change is private, but the
RHEL4 bug that it was cloned from is accessible:
