[Linux-cluster] EL5.6/RHCS2; rgmanager doesn't migrate VM after too many crashes

I thought, if using the "priority"
tag, and the node with the better priority "score" is available,
rgmanager is going to prefer it over the others until that the highest
priority node is non-responsive?
