[Linux-cluster] fence-agents 3.1.12 stable release

Welcome to the fence-agents 3.1.12 release.

This release includes these updates:
* support for Hitachi Compute Blade 2000
* UUID can be entered direcctly as a port-number (-n / --plug / port=)
* new options to set options for ssh connection (--ssh-options)
* fix regression in detection of EOL for Dell CMC and Dell DRAC5
* massive code clean-up
